a. The Construction and Demolition, or C&D, Waste Diversion Program is a Riverside County Program designed to comply with AB 939 and the CALGreen Building Code, Materials Conservation and Resource Efficiency section. The requirement is intended for applicants to recycle a minimum of 65% of nonhazardous construction materials from the total waste generated from construction. b. Anyone applying for a building permit or a demolition permit within Riverside County will be instructed by the Department of Building and Safety upon application submittal to contact the Department of Waste Resources to determine if the applicant will be required to comply with the C&D recycling program. c. Compliance with the C&D Waste Diversion Program is completed in two parts, through Form B, the Waste Recycling Plan, and through Form C, the Waste Reporting Form.
Prior to issuance, applicants are required to submit a Form B, the Waste Recycling Plan, which demonstrates how they plan to manage their recyclable materials and implement their plan throughout the construction and/or demolition process of the project.
a. Prior to final inspection, applicants are required to submit a Form C, the Waste Reporting Form, which demonstrates waste diversion efforts. b. Form C MUST be accompanied with evidence of waste diversion efforts. Evidence can be in the form of legible letters, original receipts, invoices, and/or reports, including certified weights for ALL materials being recycled, reused, composted, salvaged, and/or landfilled. The weight reported on these receipts will be used to calculate the waste diversion rate on Form C.
When applicants are ready to submit their form, they can email the form to wasteplanning@rivco.org for review and approval to be cleared in the system. Please allow 2 to 3 business days to receive confirmation of review from department staff.
ALL the materials listed on Form B and C (except refuse/trash) are recyclable. It is also important to note that projects will inevitably generate refuse/trash, so please make sure to reflect this in the plan.
Evidence can be in the form of legible letters, original receipts, invoices, and/or reports, including certified weights for ALL materials being recycled, reused, composted, salvaged, and/or landfilled.
a. To self-haul materials means that applicants will personally collect and transport the C&D waste to a facility that will recycle and/or dispose of the material. Click HERE to find a list of C&D recycling facilities. Please indicate the facility name and location of choice in the 4th column and write “self-haul” in the comment column on page 2 of Form B. b. Please be aware that not every facility will accept all types of C&D material. It is the applicant’s responsibility to call the facility of their choice to verify they will accept and recycle their material. Upon taking material to a facility, the applicant must declare at the gate fee that their C&D waste is being hauled for recycling and ensure the receipts reflect, “C&D waste” and NOT “residential/commercial waste.” Receipts that do not meet these requirements will not count toward your 65% diversion goal.
a. To contract with a Franchise Hauler for the project area means that applicants will directly contract with a Franchise Hauler and rent C&D specific recycling bins for the project. A list of Riverside County franchise haulers can be found on page 2 of Form B and C. Please indicate the Franchise Hauler of choice in the 4th column and write, “contracting with hauler”, in the comment’s column on page 2 of Form B. b. When renting C&D recycling bins, applicants will need to ensure that the hauler is made explicitly aware that the bins are for construction and demolition (C&D) recycling and NOT FOR TRASH. Applicants may ask the hauler for a waste diversion tracking report where recycling is clearly noted. If obtained, then this report should be submitted along with your Form C.
Applicants may choose to reuse some or all of their C&D material. If so, please indicate this in the plan by selecting “reuse” as the waste management method. Photos MUST be taken of ALL material being reused and submitted along with Form C as evidence.
Although it will not count towards your project’s diversion percentage, all hazardous material must be properly disposed of. Please contact an authorized disposal facility, landfill site, or franchise hauler for more information on where and how to dispose of hazardous material.
It is recommended to collect and set aside all waste that is generated throughout the construction and/or demolition process. When enough material has been collected, transport the C&D waste to a material recovery/recycling facility (MRF) and/or an authorized disposal/landfill site. Remember, evidence of waste diversion is required for Form C clearance.
It is strongly recommended to contract with an authorized Franchise Hauler within Riverside County (i.e., Burrtec, Waste Management Inc., CR&R). A list of Riverside County Franchise Haulers and contact information can be found on page 2 of Form B and C.
As the project progresses and waste is being collected, please remember to keep all receipts for all waste, both recycled and landfilled. The final inspection will not be scheduled unless final waste clearance is achieved. Final waste clearance is achieved through the applicant’s submittal of Form C (the Waste Reporting Form) which demonstrates waste diversion.
If a change occurs in the type of C&D waste that was generated after construction and/or demolition, the applicant can continue to complete and submit Form C along with the available evidence of waste diversion and landfill receipts according to the actual C&D waste generated on site.
Anyone applying for a building permit or a demolition permit within Riverside County will be instructed by the Department of Building and Safety to contact the Department of Waste Resources to determine if the applicant will be required to comply with the C&D recycling program.
If the project is a tract development, the applicant must include the tract number on the form and submit copies of the tract worksheet(s) along with Form B and Form C.
Applicants should research a few options and identify a recycling facility or material recovery facility (MRF) for C&D recycling that will provide evidence of waste diversion (i.e., receipts). (Note: Desert Recycling and SA Recycling in Thousand Palms are commonly used facilities for C&D recycling).
If there is no evidence of C&D waste diversion or do not meet the 65% waste diversion, the applicant is still required to complete Form C to the best of their knowledge and email the form to wasteplanning@rivco.org. A department staff member will contact the applicant with further instructions.
