Organics/Composting Facility Compliance

Organics processing facilities, such as compost and/or chip and grind operations, are required to comply with all Federal, State, and local laws, ordinances, and regulations, including local land use approval.  In Riverside County, Best Management Practices (BMPs), as well as a financial assurance formula, were developed to ensure compatibility of such facilities with other surrounding uses and avoid negatively impacting the residents of Riverside County.  During the project review process, Department of Waste Resources Planning Staff shall determine the appropriate financial assurance and apply applicable BMPs as conditions of approval (COA) on future organics processing/composting facilities, as well as existing facilities seeking a permit revision, within the unincorporated areas of Riverside County.
